Gary D. Carr, MD
Medical Director
Dr. Carr joined WPHP in September of 2011. He completed medical school at the University of Mississippi and his residency in Family Medicine at UAB in Anniston, AL. He is a Fellow of the American Academy of Family Physicians with added qualifications in Addiction Medicine since 2004. He is also a Diplomate of the American Board of Addiction Medicine. Prior to his arrival at WPHP, Dr. Carr practiced Family and Addiction Medicine in Hattiesburg, MS. In addition, he developed the Mississippi Professionals Health Program in its present form where he served as medical director for a decade. Dr. Carr has held numerous leadership roles in the Federation of State Physician Health Programs (FSPHP) and is a past president of the organization. Dr. Carr was one of the primary authors of the current FSPHP Guidelines used by member state PHPs. In addition, Dr. Carr has served on two committees of the Federation of State Medical Boards including the committee that rewrote guidelines on Impaired Physicians and Professional Sexual Misconduct. He was one of the chief authors of the eleven ASAM Professionals Health Public Policies adopted in April 2011. At WPHP, Dr. Carr oversees the program’s clinical work with healthcare practitioners with potentially impairing illnesses, as well as its educational and outreach activities.
Charles Meredith, MD
Associate Medical Director
A native of Seattle, Dr. Meredith completed medical school in Wisconsin and his general psychiatry and addiction psychiatry residencies at the University of Washington. Prior to joining WPHP in April 2010, he was on clinical staff at VA Puget Sound in Seattle and a member of the academic faculty at the University of Washington. In those capacities, he has been active in both medical student and resident physician education and participated in numerous research activities, the primary focus of which were clinical medication trials in the treatment of substance dependence. At WPHP, Dr. Meredith works closely with the Clinical Coordinator in Mental Health overseeing the assessment and monitoring of healthcare practitioners with psychiatric, behavioral, and co-occurring disorders.
Scott Alberti, CCDC III, NCAC, CDP
Clinical Director
Scott has been the Clinical Director of WPHP since 1993 supporting the hundreds of healthcare practitioners that have come to WPHP for assistance. He is often the first contact people have with WPHP and provides the empathy and the trust that is necessary to begin the process. He oversees the clinical progress of our clients and provides ongoing advocacy. Prior to his work with WPHP, he was employed in the chemical dependency field and in the music industry.
Daniel Friesen, CDP
Clinical Coordinator
Dan has worked in the chemical dependency field for over 18 years in services including detox, inpatient, outpatient, and utilization review. He joined WPHP in January 2007 as the Project Coordinator and is responsible for maintaining the chemical monitoring system, coordinating quality assurance, and undertaking special projects.
Richard "Jason" Green, LMHC
Mental Health and Family Services Manager
Jason has practiced psychotherapy since 1992, and joined WPHP in August 2009. Before coming to WPHP, he coordinated behavioral health services for two Seattle community medical clinics. He has worked at Group Health Cooperative and in community mental health. His responsibilities at WPHP include assessment and monitoring of healthcare practitioners with psychiatric, behavioral, or co-occurring disorders. Prior to his career in behavioral health, Jason was a restaurateur and caterer in the Bay Area and a professional musician. He is a graduate of Oberlin Conservatory of Music.
Melissa Miller, CDP
Assistant Clinical Coordinator
Melissa joined WPHP in May 2009. She assists with all clinical duties, including referrals, interventions, case management, and quality assurance, as well as special projects. She is a Seattle native and received her Bachelor’s Degree in Political Science at Seattle University. She went on to become a certified Chemical Dependency Professional, and has worked in the chemical dependency field for several years with a wide diversity of clients.
Alice Paine
Executive Director
Alice was appointed to the new position in November, 2010, by the Board of Directors. She was Executive Director of the King County Bar Association for 19 years, a 6100 member association with 40 staff people. The organization was considered a model for bar associations and won many awards. She also headed departments for the American Friends Service Committee and Group Health
Cooperative. She has devoted her entire multi-decade career to service in the world of non-profit organizations. She has been a founder, board chair, board member, executive director, staff and member in a variety of organizations.

Dale Hektner
Controller
Dale joined WPHP in January 2008. He received a BBA degree in Accounting from Pacific Lutheran University in 1981 and an MBA degree in Finance from the University of Washington in 1984. He worked in financial management in the private sector for many years before beginning work with non-profit organizations in 2006. Dale develops WPHP’s annual budget and long range plans, and manages the financial affairs and reporting obligations at WPHP.

Ashley Heller
Administrative Manager
Ashley joined WPHP in February 2007. She is a graduate of Towson University in Maryland where she received her Bachelor’s Degree in History with a minor in Art History. She relocated to Washington from Maryland where she worked in the meeting planning industry. She manages the daily operation of the office, the website, special events, and projects such as the Annual Reunion.

Amanda Buhl, MPH
Research and Communications Coordinator
Amanda joined WPHP in 2004 and has served in a number of capacities throughout her tenure. She received her bachelor’s degree in International Politics and Economics from the University of Puget Sound and her Master’s degree in Public Health from the University of Washington. She has lived and worked abroad in Shanghai, China and Prague, Czech Republic. At WPHP, Amanda oversees the development and management of healthcare practitioner well-being research projects, and maintains collaborative research relationships with the University of Washington, the Federation of State Physician Health Programs, and the Clinical Trials Network. She also oversees WPHP’s outreach and communication activities.

Elizabeth Flath
Administrative Assistant and Receptionist
Elizabeth joined WPHP in September 2009. She provides administrative and operational support to the staff. She is the first point of contact for clients and offers a comfortable and inviting atmosphere with her friendly demeanor. She also maintains the office schedule, assists with accounts receivable, and ensues that all records are up to date.
